The Malaysian Communications and Multimedia Commission (MCMC) has confirmed that it is taking legal action against X Corp. (formerly Twitter) and xAI LLC over alleged failures to ensure user safety in Malaysia related to the use of Grok.
This comes after MCMC directed a restriction on Grok on 11th January 2026
In a media statement, the regulator said solicitors have already been appointed, and legal proceedings against the social media platform will commenced shortly.
According to MCMC, it has identified misuse of Grok to generate and disseminate harmful content, including obscene, sexually explicit, indecent, grossly offensive, and non-consensual manipulated images.
The regulator said content allegedly involving women and minors is of serious concern, adding that such conduct contravenes Malaysian law and undermines the entities’ stated safety commitments.
As revealed earlier, MCMC had issued notices to X Corp. and xAI LLC on 3 and 8 January 2026, requiring the removal of the offending content. The commission said that, as of the date of the statement, no remedial action had been taken.
The regulator also stressed that X Corp. and xAI LLC may still be held liable even though the content was generated by users. MCMC said both entities retain control over Grok’s design, deployment, moderation mechanisms and risk-mitigation measures, and that liability cannot be disclaimed where systemic safeguards have failed.
MCMC also noted X’s failure to enforce their own policies and internal controls and the failure may have facilitated unlawful online activities within Malaysia.
MCMC said it remains committed to upholding Malaysian law and protecting the public interest. It reiterated that all digital platforms operating in or affecting Malaysia must comply fully with applicable legal and regulatory requirements.
