Is there a daily limit to enjoy RON95 petrol at RM1.99 per litre starting 30th September?

Finance Minister II Datuk Seri Amir Hamzah Azizan has clarified that the BUDI95 subsidy scheme will have no restrictions on how many times you can fuel up daily for now as long as you’re within the allocated monthly quota.

As reported by Malay Mail, the Minister said there will be stricter controls on the way but Malaysians will be allowed to refill their vehicles as many times a day as they see fit.

He said, “You can refill as many times as you want. What we are looking at is unusual behaviour and people trying to abuse the system by topping up repeatedly in a short span and reselling fuel.

“That is what we will block”, he told reporters.

The minister said by using MyKad verification combined with backend data analytics, the government will be able to flag abnormal refueling patterns. If required, the system can temporarily halt subsidised transactions linked to the same card until checks are made.

The move is aimed at plugged leakages in the RON95 subsidy which costs the government almost RM20 billion a year. Quoting Finance Ministry’s data, he said that more than 20% are consumed by foreigners, businesses and smuggling.

To recap, the government is implementing the new subsidised RON95 petrol price of RM1.99 per litre starting 30th September 2025. This is applicable to all Malaysians with MyKad and a valid driver’s licence.

Each eligible Malaysian will be given a quota of 300 litres per month to enjoy the RM1.99 per litre price for RON95 fuel. Foreigners can purchase RON95 petrol without subsidy which is expected to be priced at RM2.60 per litre. However, it is only applicable if they fuel up a Malaysian registered vehicle.

Foreigners with foreign registered vehicles (e.g. Singapore and Thailand plate), are not allowed to pump RON95 and they are still limited to fuel up with RON97.
