TNB Electricity Bill Comparison: Old versus New (July 2025)

Tenaga Nasional Berhad (TNB) has revealed its new Bill Calculator that provides a bill estimate under the new restructured electricity tariff that’s set to begin from 1st July 2025. As announced by the Energy Commission (ST), the new structure aims to provide a fairer, equitable and progressive tariff that’s designed to meet the needs and balance the interests of all energy users

According to TNB, 23 million consumers are guaranteed to remain unaffected by the Electricity Tariff Restructuring. In the earlier provided comparison, consumers who use 900kWh or less per month will likely see a slight reduction of their monthly bills.

To find out how much more or less you’ll have to pay starting next month, we’ve compiled a quick comparison for both old and new electricity bill calculators for domestic home users.

300kWh per month (old vs new)

  • Old Tariff: RM71.00
  • New Tariff: RM65.79

600kWh per month (old vs new)

  • Old Tariff: RM219.80
  • New Tariff: RM215.98

900kWh per month (old vs new)

  • Old Tariff: RM408.70
  • New Tariff: RM418.35

1,200kWh per month (old vs new)

  • Old Tariff: RM593.71
  • New Tariff: RM573.82

1,500kWh per month (old vs new)

  • Old Tariff: RM778.71
  • New Tariff: RM719.90

2,000kWh per month (old vs new)

  • Old Tariff: RM1,298.25
  • New Tariff: RM1,177.78

Things to note about the new bill structure

Under the new restructured tariff, the current 5-tier tariff pricing for domestic users have been replaced with a simpler two tier system (Up to 1500kWh, and above 1500kWh). Besides the energy cost, there are now additional itemised charges in the bill which include Capacity charges, Network charges, Retail charges and Automatic Fuel Adjustment (AFA).

To encourage energy efficiency, the Energy Commission has introduced an Energy Efficiency Incentive which provides extra rebates of up to 25 sen per kWh for monthly consumption of 1000kWh and below.

Here’s the breakdown for the Energy Efficiency Incentive rebate:

  • 1-200 kWh – 25.0 sen per kWh
  • 201-250 kWh – 24.5 sen per kWh
  • 251-300 kWh – 22.5 sen per kWh
  • 301-350 kWh – 21.0 sen per kWh
  • 351-400 kWh – 17.0 sen per kWh
  • 401-450 kWh – 14.5 sen per kWh
  • 451-500 kWh – 12.0 sen per kWh
  • 501-550 kWh – 10.5 sen per kWh
  • 551-600 kWh – 9.0 sen per kWh
  • 601-650 kWh – 7.5 sen per kWh
  • 651-700 kWh – 5.5 sen per kWh
  • 701-750 kWh – 4.5 sen per kWh
  • 751-800 kWh – 4.0 sen per kWh
  • 801-850 kWh – 2.5 sen per kWh
  • 851-900 kWh – 1.0 sen per kWh
  • 901-1,000 kWh – 0.5 sen per kWh

Meanwhile, the RM10/month Retail Charge is waived for usage of 600kWh and below.

One moving variable that isn’t reflected in the current bill calculator is the Automatic Fuel Adjustment (AFA). The AFA replaces the current Imbalance Cost Pass‑Through (ICPT) mechanism which adjusts costs based on the current fuel and other generation-related expenses. The new AFA will be reviewed and updated on a monthly basis, and the rate will be announced on the Energy Commission’s website.

Another big question mark is the current NEM (Net Energy Metering) scheme for users with home solar systems. It isn’t clear if the export credits will offset network charges and capacity charges.

In case you missed it, TNB has also extended the Time of Use (ToU) scheme for home users. With ToU, users can enjoy lower electricity rates during off-peak hours which covers 10pm to 2pm on weekdays and all-day during the weekends. This scheme is great for EV owners who often charge their EVs overnight or during the weekend.
