B40 Petrol Subsidy: Check if you’re eligible online

As announced during Budget 2020, Malaysians under the B40 (Below 40%) group will be able to enjoy petrol subsidies for RON95 petrol. These subsidies are targeted at Malaysians that fall under the Bantuan Sara Hidup (BSH) scheme.

The Ministry of Domestic Trade and Consumer Affairs has introduced a Petrol Subsidy Programme (PSP) which is available since yesterday. This allows you to check if you qualify to receive the targetted petrol subsidies.

To find out if you’re eligible, just visit the PSP portal at https://psp.kpdnhep.gov.my/.

At the time of writing, it appears that the Petrol Subsidy Programme site is down, probably due to heavy traffic.

According to the Domestic Trade and Consumer Affairs Minister, Datuk Seri Saifuddin Nasution, the website uses BSH recipients’ basic data obtained from the Finance Ministry and cross-checked with vehicle ownership data from the Road Transport Department (JPJ). Based on their information, there are 2.9 million Malaysians that qualify for the subsidy.

The Minister added there are still improvements needed on the data and he appeals to people under the B40 category to check their status online. Vehicle owners that are qualified for BSH but have yet to register for BSH are asked to do so as soon as possible.

BSH recipients that have recently bought a vehicle are also urged to make a fresh application in the PSP portal. If you can’t find your details, you can file an appeal with your updated vehicle details and home address.

Petrol Subsidy Programme Eligibility

According to the official FAQ, the petrol subsidy is only given if you own the following vehicles:

  • Car with 1,600cc engine and below
  • Car with engine above 1,600cc and more than 10 years old
  • Motorcycle with 150cc engine and below
  • Motorcycle with engine above 150cc and more than 7 years old

The government will provide a subsidy of RM30/month for cars or RM12/month for motorcycles. If you own more multiple cars or motorcycles, you will be given the highest subsidy for only one vehicle.

The given subsidy is based on a monthly usage of 1,500KM or 50KM per day. According to their calculation, this would be equivalent to 100 litres per month for cars and 40 litres per month for motorcycles at a rate of 30 sen per litre.

The PSP will be given accumulatively every four months. This means if you own a car, you’ll receive RM120 every four months.

The FAQ also states that the subsidy will not be given if the RON95 market price falls below RM2 per litre. Contrary to what was suggested earlier, the petrol subsidy does not take into account electric usage records from TNB.

Subsidy for M40

Malaysians in the M40 (Middle 40%) income group, a petrol subsidy card will be issued sometime in March 2020. About 5 million people are expected to benefit from this subsidy that will come in the form of a Kad95 petrol subsidy card.
