GXBank Partners with World Bank’s IFC to Offer Up to RM450 Million in Loans for Local MSMEs

GX Bank has inked a landmark risk-sharing partnership with the International Finance Corporation (IFC), a member of the World Bank Group focused on the private sector.

The collaboration marks a first for a Malaysian digital bank, aiming to bridge the country’s credit gap for unserved and underserved micro, small, and medium enterprises (MSMEs).

Under the agreement, IFC is committing up to US$4.95 million (~RM20.3 million) in unfunded first-loss coverage to support a target MSME loan portfolio of up to US$110 million (~RM451 million).

What Are IFC and GXBank, and Why Does This Deal Matter?

For context, GXBank is Malaysia’s first licensed digital bank (backed by Grab, Singtel, and Kuok Group). Unlike traditional banks that require physical branches and extensive paperwork, GXBank offers app-based banking and instant digital credit lines for local entrepreneurs. This includes its GX Business Banking suite, which features the GX Biz Account offering daily interest alongside the GX Biz FlexiLoan for instant working capital.

On the other hand, the IFC is the private-sector lending arm of the World Bank Group. As a global financial institution, the IFC acts as a safety net. In simple terms:

IFC is providing a “first-loss guarantee”. If a small business defaults on a loan, IFC steps in to cover initial financial losses up to US$4.95 million (~RM20.3 million). This safety cushion gives GXBank the backing it needs to approve micro-loans for small traders, hawkers, and “thin-file” businesses that lack traditional credit histories or physical assets to pledge as collateral.

Optimising Capital Allocation and Bridging the Credit Gap

By absorbing initial default risks on uncovered assets, the first-loss facility complements local guarantee frameworks like Credit Guarantee Corporation Malaysia (CGC). Furthermore, backing from a AAA-rated multilateral institution lowers the risk-weighted capital required under Bank Negara Malaysia (BNM) frameworks.

This frees up GXBank’s balance sheet capacity, allowing the digital bank to deploy automated credit quickly without slowing its growth trajectory.

Traction and Strategic MSME Expansion

According to GXBank Chief Executive Officer Kaushik Chowdhury, over 15,000 MSMEs have already opened digital accounts with the bank, resulting in more than 5,000 loan drawdowns to date.

The digital bank has also approved RM27 million in CGC-guaranteed facilities since March, prompting an increase in maximum credit limits from RM150,000 to RM350,000 for expanding businesses.

Additionally, GXBank recently completed a Proof-of-Concept (POC) with local fintech startup Finory to automate onboarding for micro-traders using local authority business licenses

As digital banking continues to break down traditional barriers, could tech-driven financing finally solve Malaysia’s long-standing credit gap for small businesses? Share your thoughts on how this landmark risk-sharing deal will shape the future growth of local MSMEs!
