The new Solar Accelerated Transition Action Programme (ATAP) is on track for launch on 1 January 2026. This is based on the latest announcement by the Ministry of Energy Transition and Water Transformation (PETRA).
PETRA reveals the changes within Solar ATAP vs. NEM 3.0

Interestingly, today’s announcement by PETRA did include several top-level pieces of information regarding Solar ATAP that have not yet been revealed to the public before. Among them is the fact that there will be no specific quota allocation under the new Solar ATAP initiative.
This is opposed to the previous Net Energy Metering (NEM) 3.0 program, whereby the authorities have imposed a 700MW quota for NEM Rakyat and 1,700MW for Net Offset Virtual Aggregation (NOVA) during its run from 1 February 2021 to 30 June 2025. That being said, PETRA was quick to point out that the authorities will still impose a limit at any given time if they deem that the energy exported through Solar ATAP negatively impacts the national grid system.
Meanwhile, Solar ATAP will continue to use the energy offset principle for domestic consumers, similar to NEM Rakyat. However, the offset will only cover the Energy Charge – unlike NEM 3.0, which includes Energy, Capacity, and Network Charges.

As for non-domestic customers, Solar ATAP’s offset rate will continue to cover the system marginal price. PETRA also said that the programme’s maximum capacity limit will be increased to 100% (previous limit 85%) of the maximum demand of the user’s existing installation.
Under Solar ATAP, the installed capacity of the solar system for domestic customers with a 3-phase wiring system will be increased from 12.5kW to 15kW. For those with a 1-phase wiring system, the capacity remains at 5kW.

In the announcement, PETRA once again highlighted the important dates for Solar ATAP that the Energy Commission (ST) announced earlier this month. As noted in our previous report, the Solar ATAP guidelines will be available through ST’s website on 31 December 2025, while the registration for the initiative will be opened on Sustainable Energy Development Authority (SEDA) Malaysia’s website the following day.
