Deputy Communications Minister Teo Nie Ching revealed that the Malaysian Communications and Multimedia Commission (MCMC) is proposing to impose a limit of two prepaid SIM cards per telco for each Malaysian as part of its attempt to curb fraud and misuse of mobile numbers.
She said this in Parliament while responding to a question from Sungai Petani MP Dr Taufiq Johari.
Besides reducing the number of permitted prepaid SIM cards for Malaysians, the proposal also suggests restricting foreign nationals to only two prepaid SIMs in total, regardless of service providers.
The MCMC is currently holding a Public Inquiry on the determination of mandatory standards for registration of prepaid services from 14th October to 28th November 2025. According to the Deputy Minister, the regulator aims to enforce the new prepaid registration guidelines in the first quarter of 2026.
She told Parliament that by tightening these guidelines, the government hopes to reduce the misuse of prepaid SIM cards which are often used to register social media accounts for fraud, spreading false information, or making threats.
Under the current guidelines, each individual can register up to 5 SIM cards for each provider. This means a person can get 5 SIM cards each from CelcomDigi, Maxis, U Mobile, TM and YTL, which is a total of 25 SIMs.
Last month, Communications Minister Datuk Fahmi Fadzil said that MyDigital ID will be made mandatory for all prepaid SIM card registrations in a move to strengthening security and to address loopholes with the current system. At the time, he said MyDigital ID requirement will be enforced by the end of this year and more details will be provided by the MCMC later on.
It is worth highlighting that the planned move is currently aimed at prepaid services. For families, there are postpaid family supplementary plans that let you apply up to 8 lines under a single account.
