[ UPDATE 22/09/2025 15:20 ] Finance Minister II says foreign registered vehicles are still not allowed to purchase RON95 fuel. RON95 is only for Malaysian registered vehicles only.

As announced this morning, Malaysia will reduced its current subsidised RON95 pricing from the current RM2.05 per litre to RM1.99 per litre effective 30th September 2025. This new subsidised RON95 price is only applicable to Malaysian citizens with a MyKad and a valid driver’s licence.
However, for those who are not eligible including non-Malaysians, they can purchase RON95 petrol at unsubsidised pricing, which is expected to be about RM2.60 per litre.
The move would allow foreigners to get easier access to RON95 petrol without subsidy but there’s a catch.
The unsubsidised RON95 petrol (RM2.60/litre) is only applicable for non-Malaysians with Malaysian registered vehicles. For Malaysians or foreigners with foreign registered vehicles such as from Singapore and Thailand, you are only allowed to fuel up with RON97 petrol.

At the moment, foreigners are typically forbidden to fuel up with the yellow nozzle as they are only allowed to purchase RON97 petrol which is currently priced without subsidy at RM3.21 per litre. Diesel in West Malaysia is no longer subsidised since 1st June 2024 and it is currently priced at RM2.93 per litre.
It is worth pointing out that the the government has previously launched several petrol stations dedicated to sell unsubsidised RON95 petrol for foreign vehicles, located in the Northern states of Kedah and Perlis.
According to the official website, Double Petrol is currently selling RON95 at 2.57 per litre and Diesel for RM2.87 per litre at its Bukit Kayu Hitam station. Meanwhile at Double Padang Besar, they are selling RON95 for RM2.74 per litre and Diesel for RM2.79 per litre.
