Finance Minister II: Foreign Vehicles still not allowed to pump RON95

Following the latest announcement made by Prime Minister Anwar Ibrahim, the price of subsidised RON95 petrol will drop from RM2.05 per litre to RM1.99 per litre effective 30th September 2025. This reduced pricing for RON95 petrol is only applicable for Malaysian citizens with MyKad and a valid driver’s licence.

For everyone else including foreigners, they will have to pay unsubsidised price of about RM2.60 per litre.

However, there’s one more rule which wasn’t announced publicly by the Ministry of Finance which involves the type of vehicle eligible to purchase RON95 fuel.

According to Finance Minister II Datuk Seri Amir Hamzah Azizan, those who are driving foreign registered vehicles will not be eligible as foreign vehicles are not allowed to purchase RON95 fuel.

As quoted by Malay Mail, “Even if they used MyKad but their vehicles are registered in Singapore or Thailand, they still cannot use RON95, they are only allowed to use RON97.”

Prime Minister Anwar Ibrahim previously said that all foreigners including those driving foreign vehicles will have to pay market price for RON95. As reported by Bernama, he said RON95 petrol is sold to Malaysians at RM1.99 per litre. Foreigners and tourists, including those from Singapore, will have to pay the market rate of RM2.50 or RM2.60 per litre.

The ban on selling RON95 to foreign vehicles was enforced since August 2010. However, there are two dedicated Double Petrol stations located in Bukit Kayu Hitam, Kedah and Padang Besar, Perlis that sells unsubsidised RON95 to foreign vehicles.

At the moment, unsubsidised RON95 is priced at RM2.57 per litre at Bukit Kayu Hitam and RM2.74 per litre at Padang Besar.
