Celcom has implemented a new Fair Use Policy (FUP) which now comes with a fixed data cap for its unlimited prepaid pass. Unlike the previous “Truly Unlimited Prepaid” offering, monthly pass users on the Xpax unlimited plan can only enjoy their high-speed data up to 60GB a month. The FUP cap is still higher than Hotlink Prepaid Unlimited which caps their high-speed usage up to 50GB a month.
As mentioned in their FAQ, weekly unlimited users are now capped at 20GB/week while monthly unlimited users are capped at 60GB/month. Once you’ve hit your quota, your mobile data speed will be throttled to 512kbps. This is similar to Hotlink and it is 8x the typical free basic internet speed of 64kbps.
The FAQ also states that the new FUP is applicable to new customers who activate or change the starter pack from 7th October 2021. This means that existing Unlimited customers are not affected and should still be able to enjoy the previous “Truly Unlimited” perks.
According to Celcom, they believe 512kbps can still allow users to enjoy a seamless internet experience for selected applications such as YouTube, Instagram, TikTok, WhatsApp and Facebook. With a data quota of 60GB a month, the telco estimates that users can enjoy up to 120 hours of video streaming, over 200 hours of WhatsApp video, or over 1200 hours of mobile gaming.
To help you manage and optimise your data consumption, Celcom has provided several steps to optimise your data usage and speed up loading times. They suggested disabling auto-play and turn on data saver for your social media and video streaming apps including Instagram, Facebook, TikTok WhatsApp and YouTube.
New option with 5GB uncapped speed quota
The Xpax Unlimited plan is still priced at RM35/month with unlimited calls and “unlimited” data with 3Mbps speed, plus 3GB of hotspot data. However, there’s now a new monthly option that costs RM38/month which provides an additional 5GB uncapped speed internet quota.
According to the FAQ, this 5GB uncapped quota offers full speed on the network not limited to 3Mbps and you can activate it on the Celcom Life App within the unlimited pass validity. Once you’ve fully utilised the uncapped speed quota, your subsequent usage will use your remaining “unlimited” FUP bucket. On top of that, RM38/month pass users will enjoy free 6 months iQiyi VIP access which provides K-drama, anime and Asian variety shows. The iQiyi VIP pass must be redeemed within 7 days after subscribing to the unlimited pass.
Meanwhile, there’s also a new “unlimited” weekly offering at RM15/week which offers unlimited calls, 6Mbps internet speed and 2GB of hotspot data. As mentioned earlier, the weekly pass is capped at 20GB.
Unlike Hotlink, Celcom adds a fine print below the plan’s table which mentions that speeds may be reduced to 512Kbps after users hit more than 60GB/month for the unlimited monthly pass or after hitting 20GB on the weekly pass. However, with this new data cap, it is still misleading to call it unlimited when the plan clearly has a hard data cap that is applicable to all users.
